Objectives of the Program:
- Simplify tax agreement: This enforces a clear monthly charge payment system according to shop valuations, thereby simplifying the file work in traditional income charge returns.
- Broadening the tax base: bringing millions of small traders into the formal economy thereby maximizing government revenue and fiscal accountability among businesses.
- Encouraging Deliberate Deals: Making compliance easier and more predictable, FBR hopes to bring about a voluntary culture of payment among traders.

- Retailers: All retailers, whether small shops, general stores, grocery stores, or medical stores fall under this category.
- Wholesalers: All wholesalers selling products in bulk to the retailers can apply.
- Distributors: Any person acting as an intermediary between a manufacturer and retailer can register under this.
Excluded
The following businesses are specifically not eligible to participate in this scheme:
- Companies with more than one membership (except Tier-One retailers).
- The entities that have their operation in more than one city or city and country-wise chain stores, are not liable for this simplified procedure.
Tajir Dost Scheme Registration Online:
- Pre-Registered Entities: Those entities, which are already registered for income purposes, will automatically be in the plan without going through further registration procedures.
New Registration
For those entities who have newly granted themselves and want to avail this Program:
- They need to be registered under Section 181 of the Income Tariff Ordinance, 2001.
- New businesses would be registered up till April 30, 2024.
- Registration would be done either through Tax Asaan app or on FBR’s portal.

- Download through the Google Play Store or Apple App.

Tax Installments payable under the traders
The Installments shall be made monthly, starting from the first day of July 2024. In that case, the most critical characteristics of the payment schedule are:
- It shall be payable on July 15, 2024, and payable on or before the 15th day of each month thereafter.
- A collective annual advance of Rs 1,200 would be payable for businesses with net advance tax computed.
- Advance charges may be relieved up to 25% of the entire assessment if a trader makes full payment of his advance before the due dates or files his income return on or before the due date.

Point-of-Sale Registration
Tier-One retailers would have to ensure other additional registration requirements of the POS system, there are proposals that may also include the digitization of the sales-tracking systems and their ability to report in real-time to the FBR. Implementation Timeline
- Continuous Collection of Data: FBR was aware of small traders and shopkeepers through otherwise diverse sources of data.
- Registration Phase: The registration phase for new businesses shall remain open till 30 April, 2024.
- Full Implementation: The plan becomes fully operational on 1st July 2024, when the enrolled participants will start paying advance monthly payments.

This has a vision to make the process of submitting charges easier for small-scale businesses by giving them a simplified form of estimating liabilities. Any person owning a shop of fifty square feet or less in a commercial area or owning a makeshift shop or ‘khoka’, or small shop measuring not more than 5 × 3 square feet shall be liable to fixed advance charges of twelve hundred rupees per annum Rs. 100 per month. On High-End Shops in Islamabad, Karachi, Lahore, Faisalabad, Rawalpindi and other major cities are upto Rs. 60,000 per month.
