KPK launches E-Fine System

Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has decided to roll out the recently piloted E-Fine System  in all the relevant departments in a major push toward e-governance and digitisation of the government affairs in the province. The Chief Minister’s Secretariat has sent a directive to the chief secretary directing all the departments concerned to take the necessary steps to implement the digital revenue system across the province. The E-Fine System is an integrated and interlinked digital platform for the online collection of fines and fees levied by the provincial government.

The E-Fine was first launched on an experimental basis in the following districts: Peshawar, Abbottabad, Dera Ismail Khan, and Swat. After receiving highly encouraging results, it has led to a substantive increase in revenue collection in these areas. As per official data, out of the total 4,219 challans issued in Peshawar, 4,201 have been paid under the new digitized system. Similarly, DI Khan has reported full payments on all 36 challans issued against it; Swat has settled 875 out of 891 challans, while 282 out of 289 have been paid in Abbottabad. Thus far, the system has generated over USD 30 million in revenues. The directive further states that the system has improved transparency and accountability in the revenue collection system and enhanced the performance of the departments concerned.

Online E-Fine System KPK

At the start of e-governance, the Khyber Pakhtunkhwa government introduced, cloud-based collection of fines and fees. E-Fine System followed up behind the Digital Transformation agenda through purification, monitoring, and ease for citizens. This system is a civic support tool designed for all minor fines and charges with complete automation as the main digital structure in a province. 

E-Fine System is an umbrella e-government work system of the Government of Khyber Pakhtunkhwa, which will be used by all those departments where collections of fines and fees in all forms are involved, the telecasting of e-fines, and the usage of fines. The system first started on a trial basis in four districts, namely Peshawar, Abbottabad, Dera Ismail Khan, and Swat. This pilot study was highly successful in increasing government revenue a hundredfold by providing an automated, central system. The user need not visit a government office to pay a fine; the system reduces transaction time and corruption opportunities. 

Its usage was highlighted by the honorable Chief Minister Ali Amin Gandapur as the turning point towards the digitalization of the government and public services. His indirect guidance echoed through announcements to make this proposed value-adding system mandatory for all departments dealing with fines, on a uniform basis throughout the province, following the dictates of a phased implementation. 

Online Fine Payment

The facility of online fine payment is a huge relief to the app users of the E-Fine System. Fining is now much easier for the citizens, who can use all available digital payment systems like debit or any other card, JazzCash, and Easypaisa all day long, alongside paying with cash at the Punjab Bank. An online user payment is generated upon payment.

Going with the online fine payment has eradicated lines of rush, extra activities of stepping into field offices, and a sense of public distancing for fine settlements. 

Introduction and Expansion of the E-Fine System in KPK 

The system was set up in four districts of Pakistan with remarkable successes. All citizens responded positively to pay fines digitizing in Peshawar where 33 locals issued 4,201 fines amongst 4,219 D.I. Khan hits the century towards good governance over 36, given out against the payment of complete 36 and Swat is led by 875 and Abbottabad accounted for 282. So far, during this pilot, the system has brought over 30 million rupees in fines, proving its efficiency in favor of transparency and rendering these to be beneficial for all departments.
