NSER 2010-2011

PSC was designed in such a way which aided the workers to assess whether the next person was eligible or not. PSC involves pieces of information such as education, residence,m income, employment, ownership etc.

NSER 2019-2025

The major evolution that occurred at this stage was the conversion of the survey from paper pen to computer-assisted personal interview capi. It was also decided that now the survey will be in two phases.

CAPI technique helped a lot in reducing the time of doing survey through paper pen and in 2017, a sample survey was done through capi as well as through door-to-door survey. That sample survey proved that CAPI is the best method as it contained more correct information as compared to door to door survey.

Because of the challenges faced during the implementation of the door-to-door survey, the Benazir income support program introduced two further strategies which are desk-based registration and a teacher-based census model,  to lessen the burden and make it a more easy and transparent process.

Desk-Based Registration

In order to address the challenges faced by workers during the door to door this survey, desk-based registration was introduced in which centres at the tehsil level addressed the issues of neglected households during the previous survey, updating information about previous households and excluded households because of missing national identity card number.

As there were two phases so in phase one, 2-5 counters in each centre worked actively but they worked only for 5 months. But in phase two, 1-2 counters in each tehsil are active and are also permanent. Now citizens can address their issues at any time.

Teacher Based Model

As the name shows, in this strategy, teachers were assigned to collect data and the bisp program in the form of training and technical support gave them full support. The teachers or the field workers were also being monitored and supervised for their duties.

The institutes and organizations that helped in initiating and implementing this survey and its different techniques are NADRA, World Bank, Asian Development Bank, Operation Review firm, Ministry of Poverty Alleviation and Social-Safety, BISP Headquarters and Tehsil Offices, Implementing Partner, Data Collection Firms, Provincial Education Department, and Foreign, Commonwealth & Development Office, United Kingdom.

Eligibility Criteria for the Survey

  • For those people who are underprivileged or destitute, their income should be less than 4850 rupees,
